The purpose of this programme was to study the duties of officials (school counselors, coordinators, administrative employees) in preschool education and the strategies adopted to support and accompany innovative actions of pedagogues to improve conditions at preschool institutions. In order to achieve this objective existing pedagogical techniques were studied and new ones adopted in various countries in Europe such as Belgium, France, Greece, Italy, Croatia and Portugal. Systematic communication with partners in the programme made a decisive contribution to highlighting those features of effective coordination. The results of the programme were: a) a report published as Promoting, supporting, coordinating. A European perspective on training for the support of preschool education professionals and related to the study conducted separately in each country and the final conclusions of the research (IEDPE, 1998) and b) the development of a methodology guide entitled Stages, Framework, Guidelines (IEDPE, 2001).
